Description: *Assure cohesion and uniformity in budget and financial reporting across all projects within EPP. Generate reports and integrate information from a variety of informational databases. Maintain integrity of information. Maintain project and MTA databases. Prepare monthly, quarterly, and annual financial reports and Board reports. *Supervise staff responsible for tracking expenses, monitoring performance, variance reporting and budget forecasting for all program costs and expenses including inhouse staff costs, matrixed staff costs, force account costs, procurement and material costs, consultant costs and construction costs. *Develop and monitor project budgets and funding plans, including the development and maintenance of project funding strategies, budget databases and information systems. Review cash flow analyses, cost forecasts and budget projections. Develop, coordinate, and execute original analyses of financial performance and funding issues. Identify financing issues and concerns and develop timely and appropriate intervention strategies. *Coordinate MTA Capital Program WAR certification processes and administer budget modifications and funding requests in accordance with MTA Capital Program policies. Reconcile payments. Prepare the annual and five-year projection of EPP's operating budget needs.
Requirements: A Bachelor of Science or Bachelor of Art degree in Business, Engineering, Finance, or other related field of study. Demonstrated equivalent combination of work experience and education may be considered in lieu of the degree requirement, subject to approval. 10 to 15 years' recent related Scope Writing, Capital Program Reporting, Accounting, and/or Finance experience. Knowledge of operating budgets, audit reviews. Must be able to create and organize reports, can analyze, and recommend solutions to coordination problems relating to improving office workflow. A background in cost control and monitoring and soft cost estimating in program management, budget and finance, design management, and construction management. L. J.
