Description: Cost Control Advisor will provide guidance and insight into world class industry standard practices for Program and Project Controls. The Cost Control Advisor will guide MTA C&D in developing policies, procedures, and standards for all aspects of project/program cost control, including guidance on the tools and systems necessary to effectively and proactively manage, control and report on cost and schedule for concurrent projects throughout theorganization. Supports the SVP of Delivery Services Office ? on cost control, scheduling, program controls, system selection, implementation and business intelligence and reporting. *Provides support to projects and managers through the following activities:*construction schedule development and maintenance *change management *quantitative cost and schedule risk analysis *progress measurement and reporting on Key Performance Indicators (KPIs) *cost/revenue forecasting and reporting *resource planning *monitoring projects' performance within portfolio and reporting to the manager *Oversees the implementation of agency's project controls systems and procedures *Develops and maintains processes to achieve effective control of construction projects and recommends improvement *Evaluates project's performance by collecting and analyzing project data *Provides advice to project teams on consistently applying project controls, processes and management principles *Prepares and provides interpretation of monthly, quarterly and ad hoc reports (i.e. cost and margin variances, risk contingency variance) *Prepares and conducts project control presentations to project teams and management *Participate in conforming the final budget to establish the cost control baseline including the Work Breakdown Structure, Work Packages, and Control Accounts for new projects prior to upload
Requirements: Professional/Technical Title. Cost Control Advisor with a minimum of baccalaureate degree (MBA preferred) from an accredited college in construction management, finance, business or engineering, and/or a combination of education and proven experience in Engineering & Construction with a strong background in program controls, project controls, cost engineering, change management, business intelligence and reporting and also the following knowledge areas: *Knowledge of construction estimating, construction scheduling and project budgeting *Broad knowledge of applicable Project Controls software and tools *Ability to comprehend technical risk inputs and communicate meaningful insights to leadership across multiple Business Units *Education in Construction Management, Engineering, Finance, or Business *Minimum of 15 years' experience, preferably in mass transit and/or heavy rail industry *Hands-on experience in program controls, project controls, progress reporting and change management *Ability to build and maintain constructive and effective working relationship with both internal and external team members *Work effectively in a team environment, sharing knowledge and escalating issues appropriately *Experience with presenting findings to project leadership L.
